Following completion of the consultation period in November 2021, our team have been analysing the data collated from the online consultation and the public events held. Your feedback has helped shape the final proposals ahead of submission of the Outline Business Case report which details outcomes, benefits and potential risks associated with the project. Sentiment towards the scheme in respect to the proposed cycling and pedestrian improvements, alongside junction improvements at the Elland Road South site were positive. 

There were concerns were raised about loss of carriageway size and potential traffic implications during the construction period. We would like to stress that carriageway narrowing is not proposed, nor to reduce the number of traffic lanes. 

We acknowledge that congestion is likely during construction, however this will be mitigated by effective traffic management. Following completion of the works the junction improvements will reduce delays. We are now progressing with the Outline Business Case which we hope to submit later this year. A further update will be provided following the submittal of the business case and if everything goes well, 2024 would be the estimated construction start date at Elland Road South. Just a reminder that the A6110 Outer Ring Road consultation closes at midnight on Sunday the 5 of December . 

In Spring we will look to submit the outline business case from which we&#39;ll develop ideas and the feasibility of our designs based on your views.

Final few days to have your say in the A6110 Outer Ring Road consultation!

Leeds City Council would like to thank visitors to the Commonplace consultation site for the A6110 scheme. We&#39;ve received over 4000 visitors to the site with over 200 public contributions to the consultation to date. We&#39;ve been analysing the responses provided to identify common themes and would like to provide additional clarification to some commonly asked questions. Common Themes &amp; Trends Perceived lack of active travel users 
There&#39;s perception that not enough pedestrians and cyclists use the corridor to benefit from the proposed improvements. The intention of the proposals is to provide enhanced provision for cyclists and pedestrians which are not currently catered for, to make these travel modes more accessible. These improvements would link the scheme to the wider Leeds active travel network, that aims to change travel behaviour and promote increased walking and cycling use.

 Carriageway narrowing 
Some responses suggest a misconception from our plans that narrowing of the carriageway will be needed to deliver increased infrastructure. We&#39;d like to stress that reducing current road space does not form part of the proposals. Additional space is provided via existing verges and optimization of existing footways and central reservations.Increased congestion and Air pollution 
It&#39;s a misconception that the scheme will increase congestion and hence contribute to increased air pollution. A key part of the scheme is the proposed signalization of the junctions, additional lanes and crossing provision which will improve traffic flows during peak hours. The improved management of traffic would help to reduce delays and congestion and therefore decrease air pollution.  Segregated cycle provision 
Several responses referenced preference for a segregated cycle lane and we would like to confirm, as shown in the detailed scheme boards, cycle lanes will be segregated where possible by kerbing which aligns with current cycling guidance. Shared paths are provided in some areas where this is not achievable due to existing constraints. 

 Construction phasing and delays 
Whilst it&#39;s acknowledged that the scheme will cause some disruption during construction, a phasing strategy and effective traffic management plan will be implemented to ensure disruption is kept to a minimum. In line with the consultation text the intention is to deliver the works to the Elland Road South junction as a first phase of work. A6110 Outer Ring Road Improvement – Further clarification following initial responses

We have ambitious plans to deliver improvements on the A6110 Outer Ring Road. Reducing traffic congestion to make it safer to walk and cycle in the area. We also want to make bus services quicker and more reliable to provide a viable alternative to the private vehicle.
