A6110 Outer Ring Road Improvement – Further clarification following initial responses

Leeds City Council would like to thank visitors to the Commonplace consultation site for the A6110 scheme. We've received over 4000 visitors to the site with over 200 public contributions to the consultation to date.

We've been analysing the responses provided to identify common themes and would like to provide additional clarification to some commonly asked questions.

Common Themes & Trends

Perceived lack of active travel users There's perception that not enough pedestrians and cyclists use the corridor to benefit from the proposed improvements. The intention of the proposals is to provide enhanced provision for cyclists and pedestrians which are not currently catered for, to make these travel modes more accessible. These improvements would link the scheme to the wider Leeds active travel network, that aims to change travel behaviour and promote increased walking and cycling use. Carriageway narrowing Some responses suggest a misconception from our plans that narrowing of the carriageway will be needed to deliver increased infrastructure. We'd like to stress that reducing current road space does not form part of the proposals. Additional space is provided via existing verges and optimization of existing footways and central reservations.

Increased congestion and Air pollution It's a misconception that the scheme will increase congestion and hence contribute to increased air pollution. A key part of the scheme is the proposed signalization of the junctions, additional lanes and crossing provision which will improve traffic flows during peak hours. The improved management of traffic would help to reduce delays and congestion and therefore decrease air pollution. This is in line with our strategy for addressing the climate emergency outlined in the Connecting Leeds Transport Strategy Document that can be accessed here: https://democracy.leeds.gov.uk/documents/s226223/Connecting%20Leeds%20Report%20Appendix%201A%20111021.pdf . Segregated cycle provision Several responses referenced preference for a segregated cycle lane and we would like to confirm, as shown in the detailed scheme boards, cycle lanes will be segregated where possible by kerbing which aligns with current cycling guidance. Shared paths are provided in some areas where this is not achievable due to existing constraints. Construction phasing and delays Whilst it's acknowledged that the scheme will cause some disruption during construction, a phasing strategy and effective traffic management plan will be implemented to ensure disruption is kept to a minimum. In line with the consultation text the intention is to deliver the works to the Elland Road South junction as a first phase of work.

Public consultation information

We'll be available between 3pm to 7pm on Monday 22 November 2021 at St Peter's, Morley, Rooms Lane, Leeds, LS27 9NX to answer any of your questions about the consultation. They'll be full length scheme boards displaying our plans and members of the development team will be available to personally discuss them. There will be printed out consultation questionnaires available for those who prefer to not fill in the consultation online.
